Admitted to the practice of law since 1997, member of the Bar Association since 1998 and lawyer qualified before higher Courts since 2012. She completed her legal training at the law firm of Prof. Enrico De Mita, specialising in tax law, and at the law firm of Prof. Valerio Onida, specialising in constitutional law and justice.<\/p>\n

After graduating with honours in Law from the University of Milan (academic year 1993\/1994) and earning a PhD in Constitutional Law, she began her academic career as a researcher in 2001, was appointed associate professor in 2004, and became full professor in 2014.<\/p>\n

Since 2015, she has been full professor<\/strong> of Constitutional and Public Law (formerly Public Law Institutions) in the Department of Italian and Supranational Public Law at the University of Milan.<\/p>\n

She has taught Constitutional Justice, Supranational Constitutional Justice and Regional Law, currently teaches Constitutional Law in the Law degree course at the University of Milan and Access to justice in a multilevel constitutional system (protecting human rights) in English in the Master’s Degree Course in Law and Sustainable Development at the same university.<\/p>\n

She lectures in the degree course in Psychiatric Rehabilitation Techniques at the University of Milan, where she teaches the module on Public Law Institutions within the course \u201cOrganisational and Legal Aspects in Psychiatry.<\/p>\n

Holder of a Jean Monnet module (2022-2025) and a Jean Monnet chair (2025-2028) funded by the EU Commission on the themes of European integration from the perspective of the rule of law and access to justice.<\/p>\n

Since 2009 coordinator and lecturer of the advanced course on Litigation before the European Courts<\/em><\/a>.<\/p>\n

From 2001 to 2024 member of the Doctoral College in Public, International and European Law<\/em> of the Department of Italian and Supranational Public Law at the University of Milan. She is currently member of the Doctoral College in Law, Ethics and Economics for Sustainable Development (LEES) at the same university.<\/p>\n

Since 2019 member of the Scientific Committee of the Centre of Research on Domestic European and Transnational Dispute Settlement<\/em><\/a> at the same university and is one of the promoting lecturers and member of the Steering Committee of the Interdisciplinary Research Centre on Public Administration Law<\/em><\/a>.<\/p>\n

Within the University of Milan, she has also served as a member of the Quality Committee (2014-2019) and the (2006-2015). She has been recently reappointed as a member of the Quality Committee.<\/p>\n

Since 2015 member of the Italian Association of Constitutionalists (AIC).<\/p>\n

In 2024 and 2025, she has been a visiting researcher at the Max Planck Institute for Comparative Public Law and International Law in Heidelberg, directed by Prof. Armin von Bogdandy.<\/p>\n

She is a speaker at conferences and seminars, as well as a lecturer in various professional training courses for lawyers and magistrates.<\/p>\n

She has gained significant experience in the field of regional law, including as a member of technical-scientific legislative committees in several ordinary regions (Lombardy and Marche) and special regions (Province of Trento).<\/p>\n

Currently member of the Joint Commission for the Implementation of the Special Statute of Valle d’Aosta. In 2023-24, she also served as an expert assisting the same region in the Technical Committee on the Reform of Special Statutes.<\/p>\n

Her expertise in national and supranational constitutional justice has been enriched by her long experience at the Constitutional Court, first as a research assistant (2004-2005), then as a member of the Research Service (2005-2014), where she was also responsible for inter-institutional coordination on issues related to the monitoring and internal implementation of European Court of Human Rights judgments.<\/p>\n

More recently, she has specialised in administrative liability of entities (Legislative Decree No. 231 of 2001) and whistleblowing issues, as Chair of the Supervisory Body of joint-stock companies, including listed companies, and as Chair of the Whistleblowing Committee.<\/p>\n

Member of numerous scientific and editorial committees.<\/p>\n

She has an excellent knowledge of English and French.<\/p>\n

Author of monographs on contributory capacity, equality between religious denominations, supranational constitutional justice (European Court of Human Rights) and access to justice in the multi-level system; essays, encyclopaedia entries and notes on various topics of national and European constitutional law and justice. From 2002 to 2008, together with Valerio Onida, she edited the annual review of the case law of the Constitutional Court (Viva Vox Constitutionis<\/em>).<\/em><\/p>\n
